We understand that you're seeking God's guidance for a significant decision about where to live, along with other personal challenges. Firstly, we commend you for praying in Jesus' name, as it is only through Him that we have access to God and can be saved.
When making important decisions, it's crucial to seek God's will and not merely our own desires. Proverbs 3:5-6 WEB reminds us, "Trust in Yahweh with all your heart, and don’t lean on your own understanding. In all your ways acknowledge him, and he will make your paths straight." Therefore, spend time in prayer and in His Word, asking for His will to be done in your life. Be patient and trust that God will guide you to the city of His choosing in His perfect timing. It is perfectly fine to set out your desires in a fleece as Gideon did but it is important to acknowledge that God is our final authority.
Regarding the money owed, it's important to remember that God calls us to forgive as we have been forgiven. Ephesians 4:32 WEB says, "Be kind to one another, tenderhearted, forgiving each other, just as God also in Christ forgave you." While it's important to seek what is rightfully yours, also pray for a heart of forgiveness and for the repentance of those who have wronged you. Remember that vengeance is God's, and He will repay. If you do not have any evidence to make a reasonable criminal charge, then do not expect favor from God. If you are looking to file a case about money you loaned to someone else. The Bible makes it clear that usury or interest is forbidden. The amount you loaned should be the amount that was paid back.
Lastly, taking care of your physical health is also important to God. Your body is a temple of the Holy Spirit. 1 Corinthians 6:19-20 WEB reminds us, "Or don’t you know that your body is a temple of the Holy Spirit who is in you, whom you have from God? You are not your own, for you were bought with a price. Therefore glorify God in your body and in your spirit, which are God’s."

Heavenly Father, we come before You in Jesus' name, seeking Your will for our brother's life. Guide him, Lord, to the city where You want him to be. Give him discernment and favor in this decision and in all areas of his life. Help him to complete the necessary paperwork tonight, and grant him favor in this process. More importantly Lord Jesus, be with those who need to repent. Bring them to salvation and the repayment of their debts. Help our brother to forgive, as he has been forgiven. Give him strength and discipline to exercise and eat right, glorifying You in his body and spirit. Guide him in all things, Lord, and may Your will be done in his life.
