Let us come together in prayer and counsel for your concerns regarding your tenants, ### and ###. We understand the burden you are facing, and we will seek God's will together in this matter.
Firstly, we commend you for bringing this situation before the Lord, acknowledging His power and sovereignty. It is encouraging that you have ended your request acknowledging the authority of Jesus' name. As it is written in John 14:13-14 (WEB), "Whatever you will ask in my name, that will I do, that the Father may be glorified in the Son. If you will ask anything in my name, I will do it."
In dealing with the behavior of your tenants, we must remember that God calls us to act with kindness and patience, even in difficult situations. As it is said in Ephesians 4:32 (WEB), "Be kind to one another, tenderhearted, forgiving each other, just as God also in Christ forgave you."
However, this does not mean we should allow ourselves to be taken advantage of. It is important to set boundaries and remind your tenants of their responsibilities. As it is taught in 2 Thessalonians 3:10 (WEB), "For even when we were with you, we commanded you this: 'If anyone is not willing to work, don’t let him eat.'" While this verse speaks about work, the principle can apply to their responsibility to pay their rent and bills.

"Dear Heavenly Father, we come before You today to lift up ### and ###. Lord, we ask that You soften their hearts and remind them of their responsibilities. Help them understand the importance of paying their rent and electric bill on time. Lord, we also pray for wisdom and patience for our fellow believer who has been burdened by this situation. Guide them in their actions and words, and help them to set boundaries that are fair and just.
May this situation be resolved peacefully and may it bring glory to Your name. We ask this in Jesus' name, Amen."
In addition to prayer, we would advise you to communicate openly with your tenants, reminding them of their lease agreement and the consequences of not paying their rent and bills. It might also be wise to seek legal counsel if the situation does not improve. Trust in the Lord, and remember that He is in control of every situation.
Lastly, continue to demonstrate the love of Christ in your interactions with them. You never know how God might be working in their lives through this situation. As it is written in Romans 13:8 (WEB), "Owe no one anything, except to love one another; for he who loves his neighbor has fulfilled the law."

Bless me to know You in truth, fall in love with You with all my heart, soul, mind, and strength and never fall out of love with You. Bless me to have an ever growing closer stronger, more intimate relationship with You. Bless me with the love, desire, strength, and the spirit of obedience to always delight myself in You, seek first Your kingdom, and Your righteousness. Help and strengthen me God to always respect and obey You. Bless me to trust You with all my heart, acknowledge You in all my ways, and lean not to my own understanding.
