We are truly sorry to hear about the distressing situation you and your family are facing. Firstly, let us remind you that your help comes from the Lord, the maker of heaven and earth Psalm 121:2.
We need to address that the harassment from your neighbor is sinful and needs to be addressed legally and spiritually. God's word tells us to love our neighbors as ourselves, not to torment or spread lies Leviticus 19:18. This person's actions are not only harmful but also against the teachings of the Bible. We should pray for them to repent and turn away from this sinful behavior. Remember, God does not take pleasure in evil, and evil people will be cut off Psalm 5:4.
However, we must also remember that God calls us to forgive our enemies and pray for those who persecute us. Forgiveness is not saying that what they are doing is right, but rather releasing the burden of unforgiveness and trusting that God will deal with them justly Matthew 5:44, Matthew 6:14-15.
We also encourage you to take practical steps to protect your family. This may involve documenting the incidents, reporting them to local authorities, or seeking legal advice. God has given us authorities to help maintain order and justice Romans 13:1-4.
Regarding your financial struggles, remember that God is our provider. He knows our needs and will supply them according to His riches in glory Matthew 6:31-33, Philippians 4:19.

Dear Heavenly Father,
We come before You, lifting up this family that is being harassed and stalked by their neighbor. Lord, we pray for Your protection over them, and for Your peace to fill their hearts and home. We ask that You would convict the neighbor of their sins, lead them to repentance, and put an end to their evil actions.
Help the family to forgive, even as they seek justice and an end to this torment. Guide them through their financial struggles, providing for their needs according to Your riches in glory.
We also pray for the salvation of this neighbor, as it is not God's will that any should perish, but that everyone should come to repentance. May the name of Jesus Christ be known through this situation.
