We understand that you are facing a multitude of challenges in your living situation, and we are here to pray with you and offer biblical encouragement. We are glad the prayer request is in Jesus Name.
Firstly, let's address the spiritual warfare aspect of your situation. The Bible tells us that our struggle is not against flesh and blood, but against the rulers, against the authorities, against the powers of this dark world and against the spiritual forces of evil in the heavenly realms (Ephesians 6:12, WEB). Therefore, we must put on the full armor of God, so that we can take our stand against the devil's schemes (Ephesians 6:11, WEB).
We must also remember that God is our refuge and strength, an ever-present help in trouble (Psalm 46:1, WEB). He is the one who goes with us into the fire and through the waters (Isaiah 43:2, WEB). Trust in Him, for He has promised never to leave us nor forsake us (Hebrews 13:5, WEB).
Now, let's pray:
Heavenly Father, we come before you in the mighty name of Jesus, lifting up our brother/sister and their neighbors. Lord, you see the trials they are facing, the danger, the unhappiness, and the fear. We pray that you will intervene mightily, that you will be a wall of fire around them, a glory in their midst (Zechariah 2:5, WEB).
Lord, we pray for your provision; open doors for them to move to better places; better neighborhoods with good, God-fearing neighbors. We pray against the spirit of lawlessness and violence, against the drugs and crime, against the perversions and immorality, against the greed and corruption. We bind these spirits in the name of Jesus and command them to flee.
We pray for your protection over them, for your peace to fill their hearts, for your healing over their bodies. We pray that you will grant them restful sleep, that you will deliver them from nightmares and anxieties.
We also pray for the salvation of those around them who may be lost, who may be claiming to be Christians but are living in rebellion. Lord, convict their hearts and draw them to true repentance and faith in Jesus Christ. There is no other name given under heaven by which we must be saved. Acts 4:12.
Father, we pray for your wisdom and guidance for them, that you will direct their steps and order their path (Psalm 37:23, WEB). We pray that you will make a way where there seems to be no way, that you will open doors that no one can shut (Revelation 3:8, WEB).
We thank you, Lord, for your faithfulness, for your goodness, for your love. We trust in you, and we know that you will work all things together for the good of those who love you, to those who are called according to your purpose (Romans 8:28, WEB).

Regarding your concerns about violence and other immorality in the neighborhood, remember that we must continue to fight the good fight of faith and look to the Lord as our source of strength and future success. God is just as faithful to Christians through the trials as he is when they arrive in heaven. As for the concerns about people claiming to be Christians while living in open rebellion against Christ, this is extremely common, a result of the false teaching of "once saved always saved," and the idea that one can have a Christian lifestyle and go to heaven without knowing Jesus. These are false teachings. Also, there is no such thing as an unregistered pedophile. This is a legal term. The Bible calls these "false prophets," and they are easy to spot because they do not bear good fruit, and do not follow the commands of Christ, nor do they believe in the gospel of Christ. The fruit of the Spirit is love, joy, peace, forbearance, kindness, goodness, faithfulness, gentleness and self-control. Galatians 5:22-23.
