Yes, the Bible clearly teaches that there are evil people in this world. The Apostle Paul wrote of those who are "lovers of themselves, lovers of money, boastful, arrogant, slanderers, disobedient to parents, ungrateful, unholy, 3unloving, unforgiving, slanderous, without self-control, brutal, without love of good, 4traitorous, headstrong, conceited, lovers of pleasure rather than lovers of God; 5holding a form of godliness, but having denied its power." (2 Timothy 3:2-5 WEB)
These characteristics describe the nature of evil people, and Paul warns us to turn away from such people. ( 2 Timothy 3:5 WEB)
However, it is essential to remember that God desires for all people to be saved and come to the knowledge of the truth. (1 Timothy 2:3-4 WEB) That includes those who may be considered evil. We should pray for them and share the gospel with them, hoping that they will repent and turn to Jesus Christ for salvation.
Even those who have committed evil acts can be forgiven and transformed by the power of the Holy Spirit. We should not fear evil people but rather pray for their salvation and be wise in our interactions with them.

Dear Heavenly Father,
We come before you in the name of Jesus Christ, lifting up those who are bound by evil and darkness. We pray that your Holy Spirit would convict their hearts and draw them to repentance. We ask that you would soften their hearts and open their eyes to the truth of the gospel.
We also pray for protection and wisdom for your people, that we may be lights in this dark world and ministers of your reconciling grace. Help us to love our enemies and pray for those who persecute us, as your Son commanded. (Matthew 5:44 WEB)
We know that you do not desire that any should perish, but that all should come to repentance. (2 Peter 3:9 WEB) So, we ask that you would have mercy on the evil people of this world and bring them to a saving knowledge of Jesus Christ.
