This verse is a part of Solomon's prayer at the dedication of the temple. He acknowledges that everyone sins and that God's punishment for sin can include being delivered into the hands of enemies. However, this is not the end of the story. The verses that follow show that repentance and prayer can lead to forgiveness and restoration.
