juvenile theft

He received a 2nd dui. The first was nearly 5 years ago when his grandmother died. The second now when his dad died, and he was prohibited from leaving the state to see him before death. They are now trying to reincarnate him for a juvenile petty theft committed back in 2009. Yes 16 years ago...
