awful neighbor problem

Dear God, still having my awful neighbor problem I just dont know what to do any more. I know they keep doing stuff just to annoy us on purpose. Tomorrow Im going to talk to a mediator to deal with their landlord. Im not sure if it will help since I tried to talk to the renters landlord before...
